RMPD100 Notification for EU and EFTA CARRIERS
Who needs to Register ?
Foreign carriers from EU Member States, the Swiss Confederation, or EFTA* Member States who transport goods by road within Poland, specifically for international transport to or from non-EU countries, must submit an RMPD100 notification.
- RMPD100 Form (Sent register)
- SENT300 Form (High-risk goods)
*EFTA = European Free Trade Association. Iceland, Liechtenstein, Norway and Switzerland
*ZSL = External Location System (ZSL) is a device permanently installed in the vehicle by a ZSL operator. The device sends geolocation data to e-TOLL through data transmission.
When does this APPLY ?
Starting January 1, 2025, all eligible carriers must register in the SENT system before beginning their transport within Poland.
Notification Requirement
The RMPD100 form must be submitted to the SENT system before the transport starts in Poland.
Applicable Transport
This includes international road transport to or from non-EU countries on the basis of a permit required by the provisions of an international agreement binding Poland and that country.
Important Information
The notification will be linked to GPS data transmission via ZSL* devices or the e-Toll application.
Driver
Transport carried out without the presented document confirming that the company made a Posting declaration via the Polish system may be penalized with a fine of 500 PLN (~120€)
Carrier
If a transport company fails to comply with Polish posting of drivers' requirements, it may be penalized with a fine ranging from 4,000 to 7,000 PLN (~950€ - 1700€)
SENT Declaration
Transports carried out without RMPD100 or SENT300 notification, or with incorrectly filled notifications, will be treated as being performed without a permit for the transport of goods by road. This may result in a penalty of more than 12,000 PLN (~2850€)
